Roundtable Forum on Low-Carbon Development of Power Industry under the Mechanism of Electricity Market and Carbon Market

On April 12, 2017, the "Roundtable Forum on Low-Carbon Development of the Power Industry under the Mechanism of Electricity Market and Carbon Market" jointly organized by the School of Economics and Management of Beihang University and the China Energy Modeling Forum was grandly held at Beihang University. More than 20 people from the Development Research Center of the State Council, China Electricity Council, State Grid Energy Research Institute, Strategic Consulting Institute of the Chinese Academy of Sciences, Tsinghua University, North China Electric Power University, China University of Petroleum, Drower Research Center, Longyuan Carbon Asset Management Famous experts and scholars from Technology Co., Ltd. and sponsors participated in this forum.

First of all, Professor Fan Ying, Dean of the School of Economics and Management of Beihang University presided over the forum. Dr. Qin Hu of the China Energy Modeling Forum introduced the basic situation of the China Energy Modeling Forum project to the participants.

Associate Professor Wang Yu from Tsinghua University gave a keynote speech on the topic of "China's Power Industry Initial Quota Allocation Plan". From the two aspects of the design of the national carbon market and the allocation method of carbon emission quotas in the power industry, he introduced in detail the calculation method of the national benchmark value in the quota scheme, the classification principle of generating units, the efficiency and fairness analysis of the scheme, and the local benchmark value storage and waste, and the prediction of the implementation effect of the plan.

Subsequently, Zhang Shuwei, Chief Energy Economist of Drower Research Center, Liu Yinpeng, Assistant Researcher of the Institute of Science and Technology Strategic Consulting, Chinese Academy of Sciences, and Dr. Zeng Bingxin of Beihang University School of Economics and Management gave keynote speeches respectively. Mr. Zhang Shuwei reviewed the interaction of foreign competitive power markets, deeply discussed the possibility of interaction in my country's power sector, and analyzed the possible changes brought about by power reform. Assistant Researcher Liu Yinpeng introduced the basic situation of the first two phases of the European Union Carbon Trading System (EU ETS) to the participants, and analyzed the trading characteristics of emission companies, especially power companies, and the trading behavior of financial intermediaries based on big data methods. Finally, Zeng Bingxin, a doctoral student at the School of Economics and Management of Beihang University, briefly explained the marginal emission reduction cost and potential of my country's power industry.

In the second half of the forum, the participating experts discussed and interacted with the four speeches in the first half, especially the initial carbon quota allocation plan, and discussed the transmission mechanism of the electricity market, the operability of the allocation plan, the benefits of the carbon market, issues such as the depth of government regulation were exchanged. In the future, the China Energy Modeling Forum will continue to promote the research and discussion of the carbon market in the form of conferences or salons, and invite more people from policy circles, academic circles and business circles to participate.
