Oleg Lugovoi, a senior economist at the Environmental Protection Agency, analyzed cost-benefit from the perspective of a discount rate. The discount rate suggested by Nordhaus is 0.1%, a preventive measure based on the market, and the future benefits will be positive; the discount rate offered by Stern is 1.5%, a late-stage countermeasure. By comparing the discount rates proposed by Nordhaus and Stern, analyzing the differences between market-based component benefits and traditional component benefits, and the differences between social discount rates and individual discount rates, it is pointed out that the coordinated control of greenhouse gases and air pollutants reduces the emission model needs to provide parameters and research on sustainable development.

Oleg Lugovoi is an Environmental Protection Agency economist, specializing in the economic modeling of energy, the environment, and climate change. At the same time, he is also a visiting research advisor to the Russian Presidential Academy of National Economy and Public Administration. He received a Ph.D. in Economics from the Gaidar Institute of Economic Policy in Russia, where he served as Director and Researcher of the Department of Economic Development.
