Ms. Zhu Songli, an associate researcher at the Energy Research Institute of the National Development and Reform Commission, introduced how to use the perspective of land and space development patterns to confirm provincial low-carbon development goals. The national GHG targets are decomposed into provincial GHG targets based on four research indicators, such as the proportion of sub-index energy consumption in the total national index, intensity (such as energy consumption per unit of GDP energy consumption, etc.), emission reduction capacity, and emission reduction difficulties. At the same time, the main functions of the provinces are classified and summarized.
 
 
About the Author
 
Ms. Zhu Songli has long been engaged in research on climate change mitigation policies and international climate regimes. As a main researcher, he successively participated in and presided over the completion of the "Ninth Five-Year Plan," "Tenth Five-Year Plan," "Eleventh Five-Year Plan," and "Twelfth Five-Year Plan" scientific and technological research/support projects, and the 973 climate change science and technology special projects. It has accumulated rich knowledge and experience in comprehensive technology evaluation, compiling greenhouse gas emission inventory of energy activities, road traffic emission reduction technology and policy evaluation, comprehensive analysis of climate change negotiations, and global climate governance.
