Ji Minghua, a policy officer of the EU Climate Action Directorate-General, first introduced the vision of the European Commission to achieve the dual goals of reducing greenhouse gas emissions and air pollutant emissions in 2050, pointing out that the EU is currently focusing on the reduction of emissions in the power industry and the energy industry An emission reduction model that takes energy as the core and comprehensively considers indicators such as land use and agriculture, economy, and policy. Then, by introducing three scenario models and seven measures for greenhouse gas emission reduction, it gives the direction of EU greenhouse gas emission reduction and government policy promotion and finally puts forward the need to formulate appropriate strategies to achieve the EU's emission reduction goals.

Ji Minghua is a policy officer at the EU Climate Action Directorate. His research focuses on China-EU climate relations and Chinese bureaucracy. She has a BA in European Studies from the University of Malta and an MA in Public Policy from the Lee Kuan Yew School of Public Policy in Singapore, researching the role of energy policy in development. She has lived and worked in several countries in Europe and Asia, and as a member of the NFG research team, she has analyzed China's participation in peacekeeping missions. From March to September 2013, she studied Chinese perceptions of EU involvement in security assurances in Beijing and several other cities. She also edited the LSE IDEAS special report "Changing Waters: Towards a New EU Asia Strategy."
