Introduction
On June 13, 2018, the China Energy Modeling Forum (CEMF) Environmental and Health Group Technical Seminar was successfully held at Beiyuan Hotel. The meeting was hosted by the China Energy Modeling Forum and undertaken by the Environmental Planning Institute of the Ministry of Ecology and Environment. Well-known experts from the Environmental Planning Institute of the Ministry of Ecology and Environment, the Chinese Academy of Environmental Sciences, Peking University, the Environmental Engineering Evaluation Center of the Ministry of Ecology and Environment, the Environmental and Economic Policy Research Center of the Ministry of Ecology and Environment, and the National Food Safety Risk Assessment Center gathered together , introduced the current situation of my country's environmental health management, systematically introduced and discussed the environmental health risk assessment methods in different fields such as national food, hazardous waste disposal, and industrial development zones, and emphasized the importance of different models in the field of environmental health Application examples and broad development prospects.
He Jun, Vice President of the Environmental Planning Institute of the Ministry of Ecology and Environment, first delivered a welcome speech. He pointed out that ensuring the people's health is the fundamental starting point of my country's environmental work. Environmental laws such as the "Environmental Protection Law" and "Air Pollution Prevention and Control Law" clearly stipulate the original intention and purpose of legislation on environmental health. The "Air Pollution Prevention and Control Law" specifically refers to environmental health indicators and related requirements in the formulation of air environmental quality standards.

Vice President He also introduced the relevant work carried out by the Environmental Planning Institute of the Ministry of Ecology and Environment in environmental health and environmental risk damage. In terms of top-level design, green GDP accounting and other work have been carried out, which are inseparable from the research on environmental health and environmental risk damage; in terms of specific work, the combination of environmental damage assessment, environmental risk assessment, and quantitative and qualitative methods Corresponding exploration and research have also been carried out in the field of evaluation, and some experience has been accumulated.

Researcher Ren Yufang, director of the Environmental Risk and Damage Appraisal and Evaluation Research Center of the Environmental Planning Institute of the Ministry of Ecology and Environment, made a report on "Review and Progress of China's Environmental Economic Accounting Research", systematically reviewing the framework, methods and achievements of my country's environmental economic accounting , focusing on air pollution health losses. Director Yu pointed out that the environmental-economic accounting shows that the cost of environmental degradation in my country has been rising, and has quadrupled in the 12 years since the environmental-economic accounting was carried out. At the same time, our country's high material consumption trend has not changed. With the rapid economic growth, the material input per capita has continued to rise. Although resource output efficiency is improving year by year, there is a huge gap between developed countries in the European Union. In the assessment of the environmental burden of disease, Director Yu focused on sharing the uncertain factors in the assessment, including different pollution factors, such as PM10, PM2.5, sulfur dioxide, nitrogen oxides, ozone, mercury, etc. The choice of pollutant concentration data, etc., will have an impact on the study of pollution exposure levels. Director Yu finally said that the work of reducing carbon dioxide emissions is still very serious. After the function of addressing climate change is assigned to the Ministry of Ecology and Environment, the coordinated reduction of air pollutants and greenhouse gases will be a challenge in the future work of air pollution control.

Professor Hu Jianying from Peking University introduced the IEUBK model and its application in the risk assessment of Chinese children's lead exposure. The IEUBK model is an open source model developed by the US Environmental Protection Agency (EPA). Users can download and use it freely on the website. The model describes the different exposure routes of metallic lead into the blood, and evaluates the health impact of lead in the blood. Professor Hu pointed out that the parameters of this model have been verified globally and are widely used in various countries, but there are design flaws in the official model, such as only providing the concentration values preset in the model, but not reflecting concentration distribution. Professor Hu's team made a localized improvement to the IEUBK model, repaired the above defects, and has been widely used in the blood lead risk assessment of children in my country.

Researcher Lei Yu, deputy director of the Atmospheric Environmental Planning Department of the Environmental Planning Institute of the Ministry of Ecology and Environment, gave a speech on the economic energy model to the pollutant discharge inventory, air quality simulation, population health risk assessment model and its application in air pollution control. Dr. Lei Yu's team integrated various resources and established a comprehensive analysis framework from economy to energy to emissions to air quality to health impact, including using CGE model to simulate economic structure, formulate bottom-up pollutant emission inventory, and use global The standard air quality model GEOS-Chem, and the construction of a health benefit model, etc., comprehensively analyze the impact of my country's environmental policies on China's economy, energy, and environment.

Researcher Wang Jiansheng, director of the Environmental and Health Data Center of the Environmental Economic Policy Research Center of the Ministry of Ecology and Environment, introduced the national macro-scale environmental health risk assessment work. Director Wang's team sorted out the main scenarios of environmental health risks in the environmental protection system, and from the perspective of formulating environmental health work methods, divided chemicals, pollutant sites, construction projects, environmental emergencies, regional watersheds and planning EIA and other six scenes. Director Wang said that different environmental health risk assessment applications have different scenarios, methods, and strategies, and should not be generalized. The literature review, the influence of different pollutants and different industries on water environment, soil environment and atmospheric environment is analyzed. Secondly, comprehensively evaluate the environmental health risks of different industries, such as risk distribution, characteristic pollutants, main exposure routes, main affected populations and possible high-risk points. Finally, a comprehensive evaluation is carried out through five dimensions including pollution source index, environmental quality index, exposure index, health risk index, and risk response index.

Researcher Bo Xin from the Environmental Engineering Evaluation Center of the Ministry of Ecology and Environment made a report entitled "Research on Dioxin Emissions and Health Risks from Waste Incineration Power Plants and Steel Sintering Machines". Researcher Boxin's team used model methods to assist in monitoring the deposition of dioxins in soil, which greatly reduced the difficulty and cost of monitoring. Urban cancer risks can also be calculated by feeding the model's simulation results into population health equations. Researcher Bo said that the numerical simulation from the perspective of the model can optimize the distribution of atmospheric and soil monitoring points, and can also provide some data support for the health of the atmospheric environment. However, there are still certain uncertainties in the model method, and further research is needed in terms of meteorology, models, and detection methods. At the same time, the lack of epidemiological data also makes it difficult to improve and verify the simulation results of the model. He said that in the field of environmental health, environmental science researchers, health departments, and disease control departments need to carry out in-depth cooperation to further improve the theory of the model.

Researcher Zhou Pingping from the National Center for Food Safety Risk Assessment introduced the methods and applications of food safety exposure assessment in my country from three aspects: assessment methods, dose analysis and exposure assessment examples. Assessment methods mainly include hazard identification, hazard characterization, exposure assessment, and risk characterization. The first two parts can be collectively referred to as hazard assessment, such as which hazardous substances are in food and whether they have an impact on human health; the part of quantitative analysis mainly determines the concentration value that can cause obvious health damage, and the third part of exposure assessment mainly focuses on groups and groups of people .

Researcher Zhang Jinliang from the Chinese Academy of Environmental Sciences delivered a speech entitled "Assessment/Prediction of Environmental Health Risks in Proposed Industrial Parks". Researcher Zhang said that the regional environmental health risk assessment has achieved preliminary results in my country, but there is still room for improvement in the future. She also put forward six suggestions: first, it is necessary to establish and improve the historical health database of the population; second, it is necessary to strengthen the investigation of the health status of residents in living areas; In the analogy of industrial areas, the fifth is to analyze the impact on the atmospheric environment under normal working conditions, and the sixth is to establish detailed rules for environmental risk and health risk assessment under emergency conditions.

Dr. Zhang Yanshen from the Environmental Planning Institute of Environment and Health Research Center of the Ministry of Ecology and Environment gave a speech on "The Current Situation and Practice of Environmental Health Risk Assessment in Environmental Management Decision-Making". He specifically introduced the policy framework of health risk assessment of environmental management in the United States, and health risk assessment and practice of environmental management in China, summarized the progress of environmental health risk management integrated into the environmental management system, and briefly introduced the "Technical Guidelines for Environmental Health Risk Assessment" compilation progress.
