Activities
On November 12-13, 2015, the "China Energy Modeling Forum (China Energy Modeling Forum) First Seminar" co-founded by the Center for Industrial Development and Environmental Governance (CIDEG) of Tsinghua University and the Environmental Defense Fund (EDF) Held in Tsinghua University. The theme of this forum is "Paris Commitments and the Goals of the 13th Five-Year Plan". The National Center for Climate Change Strategy Research and International Cooperation, the National Information Center, the Development Research Center of the State Council, the Institute of Energy, Environment and Economics of Tsinghua University, and the Ministry of Environmental Protection were invited. Nearly 40 members and experts from several domestic energy model teams , including the Environmental and Economic Policy Research Center attended the meeting. The meeting was divided into two days. On the first day, policy analysis and comparison between different models were mainly carried out, and on the second day, exchanges between model teams were mainly carried out.
Professor Xue Lan, Dean of the School of Public Policy and Management of Tsinghua University, Director of Tsinghua CIDEG, and Director of the CEMF Project, first delivered a speech at the meeting. In his speech, Professor Xue Lan introduced the theme of this seminar - "Paris Commitments and the Goals of the 13th Five-Year Plan". The specific goal of achieving a well-off society has proposed many new goals for our energy needs and the environment. We hope to discuss these issues through this seminar. It is expected that the CEMF forum can promote dialogue and communication among different model research teams, learn from each other's strengths, and better serve scientific decision-making.
Next, Professor Hu Angang, Dean of the National Conditions Research Institute of Tsinghua University, Professor He Jiankun, Deputy Director of the National Climate Change Expert Committee, Dean of Tsinghua Institute of Low Carbon Economy, Chairman of CEMF Academic Committee, and Wang Jinnan, Deputy Director of Environmental Planning Research Institute of the Ministry of Environmental Protection Invited to make relevant policy analysis. Professor Hu Angang interpreted the "Thirteenth Five-Year Plan and Green Development". He proposed that the "Thirteenth Five-Year Strategy" should emphasize comprehensiveness, not only to achieve the core goal of building a well-off society in an all-round way, but also to consider how to build an environment-friendly society . He pointed out that China has entered into a new normal state of the economy, which provides a good macroeconomic environment for us to formulate the 13th Five-Year Plan, especially green development, and control energy consumption, water resources, total construction land, carbon emissions and pollutants, etc. aspects were analyzed. Professor He Jiankun interpreted the details of the "Paris Commitments" in detail. He emphasized that international cooperation is currently the mainstream direction of climate change cooperation. China should fulfill its responsibility as a major country, actively participate in international climate governance, and play its role. Dean Wang Jinnan interpreted the "13th Five-Year Environmental Protection Plan" from the overall judgment of the environmental and economic situation, the environmental pressure of the future world, thinking about the 13th Five-Year Plan, and the uncertainty of reforming the ecological and environmental management system. After the relevant policies were interpreted, the guests at the scene discussed and exchanged views on policy issues of concern.
In the afternoon, the model exchange session was hosted by Li Shantong, a researcher at the Development Strategy and Regional Economic Research Department of the Development Research Center of the State Council. First, Oleg Lugovo, a senior economist at the Environmental Protection Agency, made a keynote speech. The topic of his speech was "International Trends in Energy Modeling and CEMF's Effort ". Oleg gave an overview of the energy system modeling ideas, explained how to comprehensively evaluate the model system, and finally looked forward to the development opportunities faced by the China Energy Modeling Forum. Feng Xiangzhao, an associate researcher at the Environmental and Economic Policy Research Center of the Ministry of Environmental Protection, then gave a speech. The topic of his speech was "Application of the TIMES Model in the Transportation and Cement Sectors". It mainly introduces the overview of the TIMES model, the application of the multi-pollutant collaborative planning model in the transportation sector and the application in the cement sector. After the speeches of the two guests, a heated discussion was held with the guests present.
On the second day, each model team mainly exchanged views on the application of the TIMES model. The morning meeting was chaired by Professor Zhang Xiliang, director of the Institute of Energy, Environment and Economics of Tsinghua University, Liu Qiang, associate researcher of the Strategic Planning Department of the National Center for Climate Change Strategy Research and International Cooperation, Li Jifeng, deputy director of the Policy Simulation Laboratory of the State Information Center, and Zheng Siqi from the Real Estate Research Institute of Tsinghua University respectively introduced the application of the TIMES model in the power sector and the steel industry. The afternoon communication was divided into two parts: model group introduction and team capacity building. Teng Fei, an associate researcher at Tsinghua Institute of Energy, Environment and Economics, and Oleg Lugovo, a senior economist at the Environmental Protection Agency, chaired the introduction of the model group. Associate Professor Zhang Junjie made keynote speeches respectively. The team capacity building part was presided over by Zhou Dadi, vice chairman of China Energy Research Society. The guests discussed the current development status and prospects of the model team, the work content and commitment of the model team, and the conference plan and training plan of the CEMF forum.
Finally, Professor Xue Lan, director of the CEMF project, made a concluding speech. Professor Xue Lan pointed out that the model is ultimately for analysis and should serve policy formulation from the perspective of policy research. At the same time, relevant mechanisms for data sharing must be established in order for the model to be forward-looking. At China Energy Modeling Forum (CEMF) Professor Xue Lan talked about his own ideas. He believes that CEMF is first of all a communication platform to share the results of model research. Our respective models can be refined and enhanced through exchanges and workshops. He emphasized that CEMF should strengthen communication with decision makers and present the results of decision analysis. In the next few years, CEMF's research topics may focus on the model of the energy economy, the combination of energy and the environment, the combination of energy and ecological health, and so on.
