President Xi Jinping announced in his speech at the general debate of the 75th session of the United Nations General Assembly on September 22 that "China will increase its nationally determined contributions, adopt more powerful policies and measures, and strive to peak carbon dioxide emissions before 2030. Strive to achieve carbon neutrality by 2060". On the evening of September 23, the Industrial Development and Environmental Governance Research Center of Tsinghua University, the US Environmental Defense Fund and the China Council for International Cooperation on Environment and Development (CCICED) jointly hosted the China Energy Modeling Forum 2020 New York Climate Week Special Event: 2035 Low-Carbon Development Webinars with Beautiful China. The symposium focused on promoting the 2060 "carbon neutral" goal with the 2035 beautiful China goal, and had a heated discussion.

This meeting is the first large-scale public seminar after my country put forward the goal of "carbon neutrality". The meeting invited Prof. Xue Lan, Dean of Schwarzman College of Tsinghua University, Project Director of China Energy Modeling Forum (CEMF), member of CCICED, and Prof. He Jiankun, Deputy Director of National Climate Change Expert Committee, former Executive Vice President of Tsinghua University, and Chairman of CEMF Academic Committee Attend and deliver speeches. Researcher Li Shantong from the Development Research Center of the State Council, Dr. Zhang Yongsheng, Director of the Institute of Ecological Civilization of the Chinese Academy of Social Sciences, and Researcher Jiang Kejun from the Energy Research Institute of the National Development and Reform Commission served as keynote speakers. Three aspects of energy transition were shared. Nathaniel KEOHANE, Senior Vice President of Climate Change of the American Environmental Protection Agency, Lei Hongpeng, China Chief Representative of the British Children's Investment Fund, and Bai Bo, CEO of Green Capital, participated in the expert round table discussion, focusing on carbon neutrality in 2060 and the construction of a beautiful China in 2035 , heated discussions were held from the perspectives of new trends in global response to climate change, China-EU cooperation, and green finance. The meeting was presided over by Dr. Zhang Jianyu, chief representative of the Beijing Representative Office of the American Environmental Protection Association, academic member of CEMF, and special consultant of CCICED. More than 130 people from domestic and foreign universities, research institutes, social organizations and enterprises participated in the seminar.

The introduction of the "carbon neutral" goal marks that my country has entered a new stage in tackling climate change, and it has also boosted the confidence in the green and low-carbon recovery of China and the global economy after the epidemic. The participating experts fully affirmed the significance of my country's carbon neutrality goal. As a major emitter of greenhouse gases in the world, this commitment is a major decision for my country to address climate change, demonstrating China's confidence in addressing climate change and its responsibility as a major country. Experts said that the 2060 goal set by China is scientific and feasible after a lot of research; this goal is basically consistent with the international greenhouse gas control goal, and it is also the result of effective cooperation between China and the EU, which will change the rules of the game for international climate action.

Experts pointed out that the key to achieving the goal of carbon neutrality lies in China's action plan for the next 10-15 years, of which the 14th Five-Year Plan and 2035 are very critical. For the climate response process, 2035 is a time point when Sundart peaks and carbon neutrality starts, which determines the realization track of China's green, low-carbon and sustainable development goals, and the realization speed of carbon neutrality. For the construction of domestic ecological civilization, 2035 is the key node of the second centenary goal. The 19th National Congress of the Communist Party of China proposed that by 2035, the ecological environment should be improved fundamentally and the goal of a beautiful China should be basically realized. Carrying out relevant low-carbon development path research around 2035 Beautiful China is of great significance to my country's goal of carbon neutrality and to China's and the world's efforts to address climate change.

Experts suggest that the proposal of the carbon neutrality goal sets relevant scenarios for my country's work on climate change, and the key is the research on the realization path. Especially at present, affected by the new crown epidemic and the adjustment of the international competition pattern, the international industrial chain is being restructured. Emerging technologies have been successfully applied on various occasions and have had transformative effects. my country has proposed and established a new development pattern of double cycles. It is necessary to reconstruct the scenario and model methodology on the basis of the original peak and medium- and long-term development strategy research. On the basis of medium and long-term development strategy research, we should take 2035 as an important time node, quantitatively analyze and set the 2035 goal and its realization path, explore the speed and intensity of emission reduction after the peak, and focus on the future after the peak Emission reduction goals, coordinating goals for multiple time periods, and synergy between multiple goals will ultimately promote the realization of carbon neutrality goals.

Experts participating in the meeting put forward various suggestions for the realization of the goal of carbon neutrality, suggesting that China should take a development path different from traditional industrial and chemical industries, and adhere to the path of ecological civilization in which China's development and ecological protection are coordinated; seize the opportunity of current economic recovery , to promote the transition to green production and green lifestyle; early action should be taken to achieve the peak of key industries as soon as possible during the 14th Five-Year Plan period, and the early peak of developed cities and regions; promote energy transformation, promote energy technology innovation and application, and develop energy economy ; We must make good use of market means, start the national carbon market as soon as possible, and give full play to the role of the carbon market pricing mechanism; we must mobilize the enthusiasm of the private sector and encourage the private sector and capital to participate in energy transformation and innovation; Cooperation and regional cooperation to enhance China's influence and demonstration effect in the global governance framework for addressing climate change.

Since 2015, the China Energy Modeling Forum has been active in modeling capacity building and decision-making support for environmental, economic, energy and climate policies, and has completed two thematic studies on the 2030 carbon emission peak (CEMF01) and the 2050 low-emission development strategy (CEMF02) . In July 2020, the China Energy Modeling Forum launched the "CEMF03 Theme Research: 2035 Low-Carbon Development and 'Beautiful China' Goal", which is very in line with current research and decision-making needs. The CEMF03 study will use different quantitative analysis tools to conduct multi-objective, multi-path, and multi-time collaborative analysis to better describe the development trajectory of China's future society, and is committed to connecting the goals of Beautiful China 2035 with the global climate environment and sustainability The channel of development goals, building a bridge between the goals of Beautiful China 2035, 2030 and carbon neutrality in the time dimension.

In order to further promote the realization of China's carbon neutrality goal, the China Energy Modeling Forum will hold a series of seminars on the theme of 2035 low-carbon development and the goal of a beautiful China. In October, a carbon neutrality scenario seminar will be held, so stay tuned.
